I am getting extremely bad gas mileage on my 2017 outback 2.5
I’m getting roughly 40 miles on a quarter tank in the city.
I changed spark plugs, filters, oil, transmission fluid. I am about to change the differential fluid and change the timing belt.
Car has 83,000 miles. The tires are still new, the tires are beaten. And there is no added weight, nothing towing and nothing in the car, just me and a few personal items (backpack, books, etc, nothing heavy)
Where am I going wrong here?

I am getting the timing belt and diff fluid changed at the dealer and will ask them when I go but wanted some advice from here. And also what exactly should I ask the dealer? What kind of diagnosis should I look for?
40 for a quarter tank is roughly 10mpg??? How?
