Electronic parking brake operation when vehicle is 30+ mph

My daughter has a 2015 Subaru Outback and yesterday a very strange event happened. She was driving on the highway and started to flash a brake light on the dash. She thought the flashing light meant the parking brake was set, so she pulled over and pushed the switch down to disengage the parking brake. The vehicle eventually began breaking while the vehicle was in motion. She did the right thing and pulled over and called for a recall given the seriousness of a brake problem.

She took the car to a local Subaru dealer (no luck with them) and the service advisor said “this is normal because the park break is also used as an emergency brake”. If it does again, put it in and we’ll take a look. WHAT? :mad: I can’t believe this is something that was designed into the car. Like shifting from auto to park at high speed, the auto is smart enough to know not to throw the transmission apart.

Can anyone add some color to this situation? We have to take it seriously enough to correct it and my BS meter is going off on this one. I googled and the only thing I could find about a possible problem is the brake holding function not working, but this car is old enough to not have the holding function. HELP?????
