Your NZ Outback is indeed a Japanese-built model – or at least I can say it’s not an Indiana Automotive Subaru model, and given that the factory is Subaru’s only non-Japanese assembly plant, it’s a safe bet sure your Outback is built in Japan.
I can’t speak for your situation, but I can say that there were some American barebones built in the hard times of 2008-09, and they were removed without the rear 12V plug. Some owners tried to put it back in. Here is a thread about that; I’m not sure he ever decided if the harness was there or not:
