Release the rear bumper at the splash guard installation point

Thanks in advance for the help, long time first time poster. I never thought I would have to thank all the questions that have already been answered, but one has arisen.

I ordered a 2023 Limited with splash guards, when I picked up the car they were not put in port by Subaru. Apparently they were out of it for a period of time. No problem for me, dealer ordered and installed them yesterday. At first they only installed the rear ones and claimed it only came with 2. After I got them to look in the box, sure enough, 2 more were there, so they installed the front (incorrectly). I was getting tired of screwing with my car, so I checked that all the parts were there and brought it home. I think I was able to solve the installation problem with the front, but the rears have been holding me back.

The rear end is loose, not just the splash guards, but the entire bumper in the area where the splash guard is installed. Honestly, it looks like the splash guards are installed properly and something is missing securing that area. Or maybe the dealer broke something?

The back corner panel has cut out where the clips go (see image below), but this is the case on both sides. It doesn’t look cracked. My friend has a 2022 and it is safe (doesn’t move). We weren’t interested in taking his car apart to see if it was different.

Thoughts? Note that I am pulling with minimal force for the photo. The splash guard itself is tight with the bumper, the bumper itself is the one that is loose and I am able to pull out of the car. I don’t see anything missing or visibly broken.

Also note that I had a factory towing device installed next to and on the Subaru port.
