Based on the symptoms and error code, it could actually be the PRG Control Module:
- PRG control module: 63350XC10C

- Right side steering unit: 63329XC00B
- Left side drive unit: 63329XC01B
- Assembly and Activator: 63032AL000
If those parts fail to fix it, I’d look into replacing the PRG controller, especially if it’s the original. There have been several other original 2019 controllers that have had similar failures. It doesn’t mean that this is your case, but it does mean that if nothing else solves it, it really could be your cause.
