That aside, that nozzle is for the view camera area and normally sprays the car when you’re not moving because it’s not designed to take care of non-moving scenarios. When driving at any suitable speed, that sprayer will be placed on the windshield to clear the camera area. But when you’re stopped at a traffic light, it’s a great way to annoy the person on your right. 
It’s worth noting that Subaru changed the design and placed two dedicated upward-facing washers in the lower center of the windshield on newer cars equipped with Gen 4 Eyesight (or like the 2022 Forester Wilderness, those that received Gen 4 cameras). . I expect the Ascension 2023 to incorporate this design as well, but the demo cars haven’t made it anywhere near me yet for me to look at.
