Gen 5 – 2017 Outback doesn’t start PTT

Hi all. Sorry I’ve checked all the forums so it doesn’t get duplicated but I’m not seeing anything. I have a 2017 Subaru Outback with push to start that is behaving awkwardly. It was able to start last week but this week it didn’t. I tried jump starting which typically works but it didn’t this time. We replaced the battery yesterday thinking that would fix the issue but still no start. Part of the electronics isn’t working. speedometer block is working. When I try to start On first push the push start button led glows orange. then when pressed again (with brake depressed), i can hear clicking and a whrrring sound as if it was trying to start. the dash shows the fuel meter go to max then back low. Typically all meters would go from 0 to max and back.

All fuses have been checked. all beeping. Haven’t had time to check relays.
I called the Subaru dealership just for an over the phone diagnostics and their first idea was the computer. something wasn’t communicating the push start signal to the starter… or something. If anyone had any insight before I tow it to the dealership and get bent over, I’m totally all ears.

Fast clicking, whrrring sound.
dash lights turn on (only gas meter moves from 0 to max to 0)
Certain lights blinking. showing 2 pictures for differences.
No dome lights or any other electrical turning on. no radio etc…
