No, not here. It’s just the cruise control button on the front of the steering wheel.
I don’t think the icy road indicator (which is based on temperature alone) will disable the cruise control. This means it would be unusable whenever the temperature drops to 37 degrees F or below (which is when the indicator light comes on). I’m almost certain it will still work below that temperature.
@lawrencevkim does the cruise control “ready” light on the center dash display come on when you turn the cruise control on? The small white car symbol should appear (which turns green when you command the throttle on the cruise control) and the screen should go into a “split screen” mode where the bottom 2/3 shows the cruise control and lane keeping graphics.
This video shows more about the operation and what the screen should look like. It might be helpful for you to tell us what you do and don’t see in yours compared to what you do MUST watching (in that video).
