Full Size Spare – Rotate or Shave?

We are getting a full-size tire and mounting on a hitch mount. But the question is: Should we rotate the spare with the rest of the tires during tire rotation or should we consider having it shaved every so often instead?

I’ve got a weird dilemma in addition to the above.

We intend to downsize from our 18″ wheel to a 17″ once the current tires wear out. But I need a full size spare today.
Should I buy another 18″ wheel and just try to sell all 5 wheels when I downize in a couple years? Or should I buy the 17″ wheel now with the new tire (same overall diamaeter as the 18″) to get a headstart?

I haven’t looked at the weight difference of the 17″ vs 18″ wheels, so that might be a deal breaker (i.e. might have to choose the 18″ full size spare wheel/tire at the moment since it’s likely the overall weight will be different between the 18″ setup and the 17″ setup).

But back to my original question, rotate-in the full size spare or just get it shaved occasionally?
